The Shuōwén Seal form of 都(𨜞) dū ‘revered/ancestral city’ combines 阝(邑) yì ‘city-state’, and 者 zhě (phonosemantic); the revered/ancestral city, from which many descendants/troops have emerged/migrated, and to which many trace hereditary descent, and pay fealty/tribute/taxes.
Note: In the component 者 the top part is 𣥐(𣃨旅) lǚ ‘military unit’ (phonosemantic), a unit of (500 or 2,000) soldiers marching/parading under military standard/colors/ensign.
