The simple-form character 国 (8 strokes) is an old abbrev. of the full-form character 國 (11 strokes), replacing the full-form component 或 (8 strokes) with 玉 (5 strokes).
Note: The simple form 国 dates back some 800 years (to the Sòng dynasty); formerly wr. 囯, with 王 wáng ‘king’ (instead of 玉 yù ‘jade/gem’; valuables/currency).
