The Shuōwén Seal form of 常 cháng ‘lower garment/clothing (kilt/skirt)’ (裙子), combines 巾 (jīn) ‘cloth/towel’, and 尚(尙) shàng ‘add on top’ (phonosemantic); later also wr. 裳, with 衣 ‘clothing’ below.
Compare: 衣 yī ‘upper garment/clothing (shirt/coat/jacket)’; SW contrasts 衣 yī ‘upper garment’ vs. 常 cháng ‘lower garment’; cf. 妇/婦.
