The Shuōwén Seal form of 整 zhěng ‘(put in) good/neat/proper order’ combines 敕 chì ‘admonish/exort/command’, and 正 zhèng ‘straight/correct’ (phonosemantic).
Compare: 政 zhèng ‘rectify/correct/rule’; 証 zhèng ‘criticize/admonish, accuse/prove’; 证/證 zhèng ‘prove’.
Compare: 飭 chì ‘put in good order’, formerly also wr. 敕.
Note: Received SW texts identify the components as 攴 and 束, not 敕, which seems to be an oversight (XK, XX, DYC), as sometimes noted (HDZ).
“[整] (Make straight:) regulate, arrange, adjust, repair; complete, whole — the signific is 敕 command; certain commentators, however, take the parts separately: ‘to 束 bind and 攵 beat a little, so as to make it 正 straight’” —Karlgren(AD).
