The Shuōwén Seal form of 最 zuì ‘supreme (most superior) warrior’ combines 日(冃) mào ‘(barbarian/child's) hat; offend’ (as in 冒, 冒犯, 冡/蒙, 帽), and 取 qǔ ‘take’ (phonosemantic): the supreme warrior is the one with the most battle casualties, most able to seize/take sth. forcefully.
Note: The old meaning 最 zuì ‘most superior warrior’ relates to old 取 qǔ ‘take (the most) enemy ears (from corpses, in tallying battle casualties)’; 取 seems to be phonetic in 最 (XK); cf. 撮 cuō ‘cloth/silk hat band’.
