(Explanation from the entry for the simple form 还:) The simple form 还 (7 strokes) is an old character, re-used as an abbrev. of the full-form character 還 (16 strokes), replacing the full-form component 睘 (13 strokes) with 不 (4 strokes).
Note: In the simple form 还, the full-form component 睘 is abbrev. to a shape like 不 (rather like the last few strokes of 睘).
The full-form character 還 is itself an abbrev. of older forms such as 𨘣 (18 strokes), replacing the old component 瞏 (15 strokes) with 睘 (13 strokes); the central part 土 (3 strokes) is replaced with one of its horizontal strokes 一 (1 stroke).
The Shuōwén Seal form of 還(𨘣) huán ‘return’ (復) combines 辶(辵 chuò) ‘go’, and 睘(瞏) huán ‘look around/back in fear’ (phonosemantic).
Compare: 环/環(𤪹) huán ‘ring’; 怀/懷() huái; 坏/壞() huài.
