The top is (𦥯), the same as 学() xué ‘learn’. 𦥯 was the old form of 学, before (zǐ) ‘child’ was added.
The simple-form character 觉 (9 strokes) is an abbrev. of the full-form character 覺 (20 strokes), replacing the upper full-form component 𦥯 (13 strokes) with  (5 strokes), and replacing the lower full-form component 見 (7 strokes) with its simple form 见 (4 strokes).
The bottom is (見 jiàn) ‘see’.
Note: In the simple-form character 觉, the upper part  (5 strokes) is an abbrev. of the simple form (8 strokes), replacing the lower part with the simple form 见.
