From 夕 (xī) ‘evening’ (picture of the moon, like 月 yuè) and 卜 (bǔ) ‘fortune telling’ (cracks on a tortoise shell).
“卜 divination by 夕 the moon: outdoors” —Karlgren.
Another theory is that 夕 in 外 depicts the crescent-shaped tortoise shell, with the 卜 cracks appearing on the shell’s outside surface (—Henshall).
