The simple-form character 确 (12 strokes) is an old form, re-used as an abbrev. of the (younger) full-form character 確 (15 strokes), replacing the full-form component 隺 (10 strokes) with 角 (7 strokes).
The full-form character 確 què ‘hard/solid’, with 石 (shí) ‘stone’ and 隺 hè/què (phonetic), is a more recent development (not in SW); the form 確 arose to signify more abstract senses formerly wr. 确, and also 塙, 礭.
The Shuōwén Seal form of 确 què ‘rocky/hard/poor soil; hard/poor’ combines 石 (shí) ‘stone’ (rocky/hard), and 角(𧢲) jiǎo/jué ‘horn’ (phonosemantic); formerly also wr. 𥔼 with 㱿 què ‘hard shell’ (phonosemantic).
