“To 斤 build a 户 living place” —Karlgren.
Note that the left-side component ‘door’ is properly written with 戶 (the “full” form) rather than with 户 (simple). This is apparently a conservative calligraphic feature, harmonizing the top 丿 piě strokes of 戶 and 斤.
