The Shuōwén Seal form of 确 què combines 石 (shí) ‘stone’ (solid/firm/certain), and 角 jiǎo/jué (phonetic); a variant form is 𥔼 with 㱿 què (phonetic).
The full form 確 with 隺 hè (phonetic) is a more recent development (it is not in Shuōwén).
Note: The phonetic of 确 què is 角 jué (as in 角逐 juézhú ‘butt heads/horns; compete’), which suggests that it is phonosemantic in this compound (cognate to 角 ‘horn’).
