The Mandarin entry for 到 includes the following two glosses:

It seems to me that the example sentence for the second sense (completion of verbal action) is actually an example for the first sense (up until) — except that I'd suggest the pinyin should be "kàn dào" rather than "kàndào" (i.e. two words rather than one).
An example of the "completion of verbal action" sense would be something like 一看到屋頂上巨大的白色天線， ..."when you see the enormous white satellite dish on the roof, ...". Here, the meaning is "catch sight of" (rather than "read up to" as in Wenlin's example).
If I'm mistaken about this, then maybe the ABC definition 看到 kàndào* r.v. ①catch sight of; see ②notice; note; be aware should have the gloss "read as far as" added to it as a third sense.
