New usage of tuhao

We had the gloss "local tyrant". I've added a gloss "vulgar rich", with the environment label "slang/humor", to reflect a popular modern usage. For the French version I've added "riche péquenaud" which may not be an exact equivalent of "vulgar rich" but is found in articles in French describing the Chinese term; "nouveau riche" also occurs.
