Various sources state that 避税 refers to tax avoidance (i.e. arranging one's financial affairs to minimize tax liability within the law) and that illegal methods are not included in its scope. For example, GF has this example: 瞞報銷售收入的做法不是避稅, 而是逃稅
Evading taxes, on the other hand, is by definition illegal.
Nevertheless, I suspect you may like to retain "evade taxes". However, it's not the commonly accepted meaning of 避税. Here are a couple of other references: [1] [2]
