Issues:

1) 启 is the wrong character for qǐ. It should be 起.

2) The definition was copied verbatim from the Far East dictionary ("ref vfe710b2").

此仆彼启 means "here falling and there starting" (仆 and 启 are not antonyms).

此仆彼起 means "here falling and there rising" (仆 and 起 are antonyms).

此仆彼启 has zero Google hits (using Google's "Verbatim" setting).

此仆彼起 has 1,920 hits.

此仆彼启 is not in any of the dictionaries I checked, other than ABC.

此仆彼起 is in at least three dictionaries: Grand Ricci, MoE, Far East.

MoE says 此仆彼起 : 一個倒下,隨即一個補上。形容連續不斷。如:「怒濤?湧,此仆彼起的打著海岸。」 [1]

Other examples from the Web:

骇人听闻的死人事件此仆彼起,...

全島停電的狀況也此仆彼起,...

Related ABC entries all use 起:

此起彼伏 cị̌qǐbǐfú f.e. rise one after another; go on and on

此起彼落 cị̌qǐbǐluò f.e. as one falls, another rises (of sound/etc.)

彼伏此起 bǐfúcǐqǐ f.e. As one falls, another rises.

ABC's definition for 此仆彼启 (which should be 此仆彼起) is the same as Far East's, word for word. So I have rewritten it as follows: as one falls, another rises; one after the other; again and again.
