The Shuōwén Seal form of 每(􀄁𡴋) měi ‘every/each’ (formerly ‘flourishing plants’) combines 屮(􀃿) chè ‘grass’ (coming forth), and 母(􂉝) mǔ ‘mother’ (phonosemantic); to enter into the world, every living thing must emerge from its fertile/flourishing mother; 屮(􀃿) here is as in 出(􁃂岀) ‘go out, emerge’.

The character 每 (7 strokes) is an abbrev. of old forms such as 𡴋 (8 strokes), replacing the old upper component 屮 (3 strokes; half of 艸 cǎo ‘grass/herb’) with 𠂉 (2 strokes; 每字头).
In the modern form 每 the old component 屮/𠂇 grass (half of 艸 cǎo ‘grass/herb’) is written 𠂉 (每字头), and it is said that this (隶书) change shows the change in usage, from ‘flourishing plants’ to abstract ‘every/each’.
