The full form 進(􀒢) jìn ‘surmount/advance’ combines 辶 ‘go’, and 閵(􀦼) lín (abbrev. phonetic): the phonetic is abbrev. to 隹(􀦸) zhuī ‘short-tailed bird’ (cf. 𨙟).
The full-form character 進 seems to combine 辶(辵 chuò) ‘go’, and 隹 zhuī ‘short-tailed bird’, but the old explanation is more complex (隹 is an old abbrev., see below).
In the simple form 进, the component 隹 has been reduced to just four strokes 井 jǐng (apparently phonetic).

The Shuōwén Seal form of 進(􀒢) jìn ‘surmount/advance’ is said to combine (辵 chuò) ‘go’, and 閵(􀦼) lín (abbrev. phonetic): the phonetic is abbrev. to 隹(􀦸) zhuī ‘short-tailed bird’, omitting 門; formerly also wr. 𨙟, with 藺 lìn (phonetic), which is apparently short for 躏/躪(􀗞𨆴蹸) lìn ‘trample’ (abbrev. phonosemantic), formerly also wr. 躙, 轥.
Compare: 晋(􁈡𣋤晉) jìn (as in 晋/进级 ‘advance’; ䷢).
