From 禾(􁋕) hé ‘grain’ (a wig?) over 人/几(􁝒儿) rén ‘person’.

The character 秃/禿(􁝨) tū ‘bald/bare’ combines 禾(􁋕) hé ‘grain’ (a wig?), over 人/几(􁝒儿) rén ‘person’; cf. 秀(􁋖) xiù.
The characters 秃/禿(􁝨) tū and 秀(􁋖) xiù are said to have once been the same character (e.g., cf. 秃顶 tūdǐng and 秀顶 xiùdǐng, which both mean ‘bald’), but many readings/usages diverged over time. The character 秀(􁋖) xiù has no proper gloss in Shuōwén, because of taboo avoidance of the personal name of the Hàn emperor (漢光武帝, d. 57 AD), but it is used in the glosses of other characters, such as 𥝩(􁋻􁋼穗) suì ‘ears of grain’ (not to be confused with 采 cǎi ‘pick’), where the Shuōwén gloss is “禾成秀人所收者也”. Old meanings of 秃 relate to baldness and diseases/afflictions of old-age (and to hair-care and the unkempt hair of mourners; DYC), and perhaps the upper component 禾 (perhaps anciently read 粟 sù) was meant to symbolize a wig (worn to disguise baldness; cf. 鬜).
