From 戌 xū phonetic and 步 () ‘step’. 步 was cut into two pieces, the top going over 戌 and the bottom going inside 戌.

The full-form character 歲(􀑹) suì ‘(planet) Jupiter; year/age’ combines 步(􀑸) bù ‘step’, cut in half by (􂧏) (phonetic); the planet Jupiter (木星) completes its orbit (steps through, transits all 28 Lunar Mansions) in 12 years (2/5 the orbit of Saturn); in one year Jupiter completes 1/12 of its orbit, and 12 is the number of months in the year; hence the very old associations between Jupiter and year.
In the simple form 岁, the top 止 has been altered to 山 (shān ‘mountain’), and the whole lower part replaced by 夕 (xī ‘evening’).
+
Note: Different ‘year’ words arose in different historical periods: (夏) 歲, (商) 祀, (周) 年, (唐虞) 載.
Compare 梦() mèng ‘dream’.
+
In the simple form 岁, the full-form top part is abbrev. to a shape like 山 (mountain/high), and the whole lower part is replaced by a shape like 夕 (crescent moon): tracking the 12 years of Jupiter's orbit involves 多 many moons of mountaintop astronomical observation; 止/山 substitution occurs in other old 岁/歲 forms (嵗, 𡻕, 亗, 㞸).

Compare: /夢(􁊝) mèng ‘dream’; 武(􂍤) wǔ ‘military/martial arms/arts/force’.

Compare: 威(􂉣) wēi ‘threaten/meance’; 灭/滅(􁮼烕􁾄) miè ‘destroy’; 咸(􀎣) xián ‘all’
