The Shuōwén Seal form of 夂(􀻗) zhǐ ‘cause/send (impede/stop)’ is said to depict a 人(􁕎) ‘person’, with a line behind ㇏(􀠡􂍄􁾒􀠠及) jí ‘catching’ the two legs, indicating impediment, or the trail of 所致 past/causal events, someone/something holding him back (seeing him off safely).
Three strokes, one less than 攵(攴 pū) ‘beat’.

Older graphs associated with 夂 are connected with 止(􀑥) zhǐ ‘foot’ inverted (cf. 各); 夂 and are both zhǐ (not homophones in SBGY, but similar).
夂 is a common component, traditionally considered to mean ‘walk slowly’. It has been called a picture of a ⺈ person with  something tied to the legs, or a cane; this may have simply been a misinterpretation of the shape which, at least in most cases, was originally just 止 upside-down.

Note: The character 夂 zhǐ is not used in polysyllabic words, except for the name of radical #34 (夂部), but the shape 夂 is a common component, associated not only with 夂(􀻗) zhǐ, but also with 夊(􀺧) suī ‘walk slowly’ (dragging the feet, in straw sandals, or dancing shoes), with 攵(􀢌攴) pū ‘beat’, and also with 𠂂(􂑄􂑃𦄖終).
In dictionaries organized by the traditional 214 Kangxi radicals, the 35th radical 夊 suī is distinguished from the 34th radical 夂 zhǐ, although they are generally both written . When 夂 occurs at the top of a character, it’s radical 34 (夂 zhǐ); at the bottom, it’s radical 35 (夊 suī).
