The Shuōwén Seal form of 规/規(􁱠) guī ‘(geom.) compass; pattern/rule’ combines a shape like 夫(􁱟) fū ‘man’ (representing the geometer's 圆规 ‘compass/drawing tool’), and 见/見(􁝪) jiàn ‘see/visual’: using a compass, one is able to draw a regular/circular visual/visible shape/pattern.
The Shuōwén Seal form of 规/規(􁱠) guī ‘(geom.) compass (arc/circle drawing tool); pattern/rule’ combines a shape like 夫(􁱟) fū ‘man’ (representing the geometer's 圆规 ‘compass/drawing tool’), and 见/見(􁝪) jiàn ‘see/visual’: using a compass, one is able to draw a regular/circular visual/visible shape/pattern, mark off regular intervals (compass/dividers).
Note: DYC amended his SW text, glossing 規 as 規巨/矩, i.e. 规矩 ‘compass and square’ (geometer's tools), in accordance with the SW entry for 巨(􀴑) ‘geometer's square’ (also glossed as 規巨); 规 ‘compass’ (规矩的规), and 巨/矩 ‘square’ (规矩的矩); and so from the primary old meaning ‘compass’ come derived/secondary meanings related to ‘pattern/rule’.
