<WL>悬(F懸) [xuán] hang/suspend (悬挂); unresolved (悬而未决); worry (悬肠挂肚); cliff (悬崖)
From 县(縣) xiàn (‘county’) over 心 (xīn) ‘heart’.
+
The simple-form character 悬 (11 strokes) is an abbrev. of the full-form character 懸 (19 strokes), replacing the full-form component 縣 (15 strokes) with its abbrev. left-side part 县 (7 strokes).
县(縣) originally meant ‘hang’; it depicted a person’s head hanging upside down from a rope on a tree; now it is pronounced xiàn and means ‘county’. 心 (xīn) ‘heart’ was added to the character to convey the extended meaning ‘worry’, and now 悬(懸) with 心 (xīn) ‘heart’ added is also used for the basic meaning ‘hang’.
+
Note: In the simple form 悬, the full-form component 縣 (with 県 and 系) is abbrev. to just , which is short for 県(􁡢𥄉), an old wr. of .
 +
The full-form character 懸 xuán ‘hang’ combines 心 (xīn) ‘heart/feeling’, and 縣(􁡣) xuán (phonosemantic); formerly wr. 縣.
 +
Note: The component 心 ‘heart/feeling’ was added to 县/縣 in order to specify 悬/懸 ‘be in suspense, worry’ (悬虑), but later replaced its component 縣 xuán ‘hang/suspend’, which had come to be used for 县/縣 xiàn ‘county’.
 +
Compare: 县/県(􁡢𥄉) xuán ‘severed head hanging upside down’; 县/縣(􁡣) xuán ‘hang/bind’.
