The simple-form character 双 shuāng ‘pair/double’ (4 strokes) is an old abbrev. of the full-form character 雙 (18 strokes), doubling the lower full-form component 又 (2 strokes), and omitting the entire upper full-form component 雔 (16 strokes).
The full form 雙 is two 隹 (zhuī) birds in a hand, contrasting with 隻(只) zhī one of a pair. The simple form 双 dates back hundreds of years.
