The simple-form character 况 is an old abbrev. of the full-form character況, replacing the full-form component 氵 (3 strokes) with 冫 (2 strokes).
In this case does not mean ‘water’ or ‘ice’, it is from 二 ‘two’: secondly; moreover.

Note: The simple-form character 况 uses (仌/冰) ‘ice/cold’ as the radical component, not 氵(水) ‘water/liquid’, in order to mark the change in semantic focus.
