From 木 (mù) ‘tree’, with the top cut off. Not the same as 不 bù.
The Shuōwén Seal form of 𣎴(􁂇) è/niè ‘tree stump; suckering (shoots from a tree stump)’ modifies 木(􀻢) mù ‘tree’ by chopping off its central branch; also wr. 蘖/櫱(􁂆), 𣡌(􁂅), 㮆(􁂈).
This is an ancient character, included in 《说文》, under radical 木.
Compare: 不(􂂓𠀚) bù ‘no/not’; 不 fū ‘(botany) thalamus/calyx’ (柎, said to be related to 𣎴 è).
Probably related to 墩 dūn as in 墩子 ‘block of wood/stone’.
Note: The reading 𣎴 dǔn ‘wooden block’ (as in 𣎴子) is rather late (HDZ), and seems to be a dialect variant of 墩 dūn (as in 墩子).
This character was added to Unicode 3.1.
Compare: 干(􀗽), 幹/榦(􀾾𣘒) gàn ‘tree trunk; post/pile’.
