“A whole, regular and perfect harmony. The idea comes from the even height of ears in a cornfield; 禾麦吐穗, 上平也。象形。There is, in this character, an intention of representing the perspective. The lower stroke 一, says the Glose (《说文》), represents the foreground; the upper stroke 一 represents the background. The ears are ascending when going towards the background. Three ears represent a multitude.” —Wieger.
The simple-form character 齐 (6 strokes) is an abbrev. of the full-form character 齊 (14 strokes), keeping the top two strokes (亠) and the bottom two vertical strokes () of the full form, but replacing the central strokes with 乂 (2 strokes); formerly also abbrev. 斉/𡕓.
A variant form is 斉.
Note: The top of the simple form 齐 looks like 文 (wén), which is not a traditional component of the full form 齊.
The full-form character 齊 is a stylized version of more complex old pictographic forms such as 𠄷/𠫼, discussed below.
The Shuōwén Seal form of 齐/齊(􁊽𠄷𠫼) qí ‘field of grain in good order’ is said to derive from old pictographs depicting standing grain; planted together at regular intervals in evenly spaced rows (for the same harvest), the grain stalks/ears stand at the same height (having grown up together); the horizontal lines 二 represent the field/rows (as in 土, or 𠄞/上), the vertical lines represent the stalks (秝, 秆), and the top part 厽 (厶 tripled; cf. 私) represents ears of grain (穗), to be gathered in and piled up in the harvest.
Compare: 𪗉(􁋩􁋪秶粢) zī ‘grain/cereals (millet/sorghum)’; 穧(􁌎) jì ‘reap; pluck/gather’.
Note: The full form 齊 is complex and highly stylized, suggesting a farmer standing in a (亠) broad-brimmed (conical farmer/rice) straw hat; 亠 here suggests the top of 衣(􁚂), as in 衰(􁛶𧜸), cf. 𪗋(􁛲) zī ‘plait straw’ (緶; 草帽缏 ‘plaited straw hat’); cf. 厶/私 sī ‘(privately-owned) cereal/grain (farm/cropland)’; the simple form 齐 also suggests the relation between agriculture and civilization, stable social order arising from successful food production.
Note: In the modern simple form 齐, the top of the full form  (10 strokes) has a shape like 文 (4 strokes): civilization/literature/learning (文化) as the ultimate fruits of agriculture (settling down in farmsteads, leads to villages/cities); the old intermediary form 斉 retains the lower part  (4 strokes) of the full form 齊, but the two horizontal strokes (二) are omitted in the modern simple form 齐 (leaving ); for the two central strokes 乂, cf. 乂(􂌾), 刈(􂌿) yì ‘mow/cut’, 爻(􀣳) yáo (卦爻).
Note: By extension from 齐/齊 qí ‘rows of standing grain’ come usages related to ‘order/harmony’ in general.
Compare: 济/濟 jì ‘ford a stream’; ䷾ 既濟 Jìjì; ䷿ 未濟 Wèijì; in the hexagrams ䷾/䷿, the two line types (⚋ 阴 yīn, ⚊ 阳 yáng) are perfectly/regularly/uniformly interspersed/mixed.
