“隹 a bird 冂 out in space” —Karlgren.

The Shuōwén Seal form of 隺(􀹳) hú/què/hè ‘high/tall (bird/crane)’ combines 隹(􀦸) zhuī ‘short-tailed bird’, and 冂(􀹭􀹮冋) jiōng ‘outskirts/domain’ (as in 高 ‘high/tall’): the blazing white long-necked long-legged crane surveys/rules its domain (remote outskirts) from high above; later wr. 鹤/鶴(􀩙) hè ‘bird/crane’.
Properly only ten strokes, not eleven: the 丿 piě stroke of 隹 is lengthened so it passes through 冖. Phonetic in 榷 què and in the full form of 确(確) què.
+
Compare: 冂(􀹭) jiōng/jiǒng ‘remote/wild/empty city outskirts’, as in 帝(􀀈) dì ‘god/king’; 冋(􀹮) jiōng/jiǒng ‘remote frontier/wasteland’, as in 高(􀹨) gāo ‘high/tall’.

“[隺] 隹 a bird 冂 out in space” —Karlgren(AD).
 +
Compare: 鵲橋 Quèqiáo (星名) ‘Magpie (Crane) Bridge (in the Milky Way)’ (cf. 榷).
 +
Compare: 舄(􀪮) què ‘magpie’ (喜鹊).
 +
Note: Properly 隺 (10 strokes), not ⿱宀隹 (11 strokes): the stroke 丿 (piě) of 隹 is lengthened so it passes through 冖 (the top is not 宀).
 +
Compare: 榷 què, 確/确(􁦲) què ‘rocky/hard/poor soil; hard/poor’.
