From 令 lìng phonetic and 阝(邑 yì) ‘city’.
The simple-form character 邻 (7 strokes) is an abbrev. of the full-form character 鄰 (14 strokes), replacing the full-form component 粦 (12 strokes) with 令 (5 strokes).
In the full form 鄰 the left side is 粦 lín phonetic (米 over 舛).
The Shuōwén Seal form of 鄰(􁅔𨞧) lín ‘neighborhood’ (of 5 neighboring homes) combines 阝(邑 yì) ‘city’, and 粦(􁯍㷠) lín (phonosemantic).
Compare 临 lín which is similar in meaning but apparantly unrelated etymologically. (The ancient pronunciations were 邻 *lien and 临 *pliem, approximately.)
Note: Formerly, five 家 homes made a 鄰 neighborhood, and five 鄰 made a 里 village (HDZ).
In the simple form 邻, the full-form component 粦 becomes 令 lìng (phonetic).
