虍 hǔ (虎 ‘tiger’) is phonetic. The bottom is from an old form of 丘 (qiū) ‘hill’, signific. In the full form 虛, the bottom has six strokes; in the simple form , the bottom is 业 (yè), five strokes.
+
The character 虚/虛(􁙩𧆳) xū ‘empty’ (formerly ‘big heap/hill, village/city ruins’) combines 虍(􀵯) hǔ ‘tiger stripes/pelt’ (phonetic), and 丘(􁙧丠) qiū ‘hill/mound’.
 +
Compare: 墟 xū ‘(village/city) ruins’ (废墟), formerly wr. 虚/虛(􁙩𧆳) xū.
 +
Note: 虍 hǔ (虎 ‘tiger’) was said to be phonetic in 虚/虛 xū (in Hàn times), but 丘 might have been the old wr. of 虚/虛, and if so it is phonosemantic.
 +
Note: In the simple form the bottom a shape like 业 (5 strokes, or 6 strokes in the full form) abbreviates 丘 qiū ‘hill’.
 +
Compare: 虚 (simple form: 11 strokes, with 5 strokes); 虛 (full form: 12 strokes, with a variant of 丠󰀁 6 strokes).

“A high upland; 大丘也。从丘, 虍声。These uplands being generally wild and barren, hence 转注 zhuǎnzhù, empty, that which contains nothing; 大丘空旷, 故虚閑也, 空也。” —Wieger.
