From 虍 hǔ (‘tiger’) phonetic and 心 (xīn) ‘heart’. The full form 慮 contains 思 (sī) ‘thought’ rather than just 心.

The simple-form character 虑 (10 strokes) is an old form, later re-used as an abbrev. of the full-form character 慮 (15 strokes), omitting the central full-form component 田 (5 strokes), as in 虏/虜.
If 虍 hǔ is phonetic in lǜ, then “there must have been an Archaic initial guttural + l” says Karlgren. (In other words, the very old pronunciation of hǔ might have been something like *klu or *hlu.)

Note: Formerly 虑 bì ‘sad’ (cf. 必 bì), unrelated to 慮; only in relatively recent times was the form 虑 re-used as the simple form of 慮.

The Shuōwén Seal form of 慮(􁲁) lǜ ‘consider’ combines 思(􁲀𢙦) ‘thought’, and 虍(􀵯) hǔ ‘tiger’ (phonosemantic).

Note: In 思(􁲀𢙦) the old upper component is not 田 tián ‘field’, but rather, 囟(􁱻𦥓) xīn ‘fontanel’ (top of a child's head), as in 脑/腦(􁙚匘) nǎo ‘brain’.
