From 舟 (zhōu) ‘boat’ and yǎn phonetic.  ‘marsh between hills’ also suggests the meaning, describing (like 谷 gǔ ‘valley’) a hollow place, like a hollowed out boat.

Note: Received SW texts identify the component as 铅/鉛(􂜱) qiān ‘lead/tin (metal)’ (abbrev. phonetic), emended to 㕣 (DYC); 鉛/鈆 qiān is of interest for the old initial (perhaps someone was thinking of lead-lined/sheathed metallic hulls; anc. Greeks used lead plates to protect the hull).
