From 水 (shuǐ) ‘water’ turned sideways ( looks just like ☵ Kǎn in the seal character 􀶣), over 皿 (mǐn) ‘dish’. Note that it is turned sideways because it is over-flowing. Cp. 泴(=􀶩盥)
The Shuōwén Seal form of 益(􀶣) yì ‘over-full/overflow’ (溢) combines 水(􁶢) shuǐ ‘water’ (turned sideways), and mǐn ‘vessel/bowl’ (器皿); the upper component 水(☵) is turned sideways because the bowl is brimming over (over-full), the liquid is over-flowing; later wr. 溢(􁽕).
“It represents a 皿 vase, so full of 水 water, that it overflows. This circumstance is represented by the fact that 水 is over the vase and is bent down, thus expressing its overflowing. By extension, addition, profit, excess, overplus.” —Wieger.
Note: Formerly 益, later wr. 溢, adding an extra component 氵(水) to specify literal ‘overflowing water’, vs. more abstract 益 yì ‘wealth/profit/benefit’ (the main modern usage).

Note: The hexagram ䷩(☴☳) 益 Yì ‘Increase’ (周易) depicts the pouring of ☵ liquid from one vessel into another; the two vessels are ☴ (full, upside down, above), and ☳ (empty, right-side up, below); after the liquid has been poured, the result is ䷨(☶☱) 损 Sǔn ‘Decrease’, with ☶ (empty, upside down, above) and ☱ (full, right-side up, below).
